The controls are mediocre, and you can't even use the goalie (you have to trust the dumb CPU, which misses a lot) You can only switch characters to the one (on defense) who is closest to the ball, and (on offense) who has the ball, so you can't use even the simplest real soccer play. For example, you can't use a give-and-go because the CPU won't move around the defender.
