It depends on how your digital camcorder is setup. You are going to have either one of two (sometimes, but not often, both) ports on the camcorder -- a USB port, or more likely a Firewire port.
You will need to hook a cable into that port and then into the corresponding port on your computer. 99% of the time, it will be Firewire because it can handle much faster transfers. Unfortunately, many PC's don't come with firewire ports, though you can get an add-in card.
Once you are hooked up, you can either use Windows Movie Maker ( a free download from Microsoft if you are using Windows -- http://www.microsoft.com/windows/products/windo...) or another video editing package to capture and convert the video into a format suitable for playing on your PC.
