Depends on how he likes his salsa. If he prefers liquified, then use a hand blender. Otherwise, a chopper/blender works better for chunky salsa. For one, try the Salton Bullet. Quick, easy to use, and cleans up in a snap.

I like the Hand blender, but not really for salsa. I use my smallest food processor for salsa's. The hand blender works better to puree and emulsify liquids than to chop. The Back to Basics Blender Solution 5500 Blender has accessories to be both blender or processor. Might be a better fit.
